Culture Fund(2007-2013)

Support for Cultural Actions provides direct support for European co-operation of projects of varying length and scale, which have at least two of the specific objectives of the Culture programme.

The Culture programme aims to achieve a common cultural area through cultural co-operation between artists, cultural stakeholders and cultural institutions in Europe. It will thus contribute actively to the development of a European identity from the grass roots. In order to reach the European citizens, the EU institutions are using intermediaries, i.e. theatres, museums, professional associations, research centres, universities, cultural institutes, the authorities, etc.

Specific objectives of the Culture programme are:
Supporting transnational mobility of people working in the cultural sector
Encouraging the transnational circulation of works of art and artistic and cultural products
Promoting intercultural dialogue

There are three strands :
1. Support for cultural actions
2. Support for European organisations active in the field of culture
3. Support for analyses and for the collection and dissemination of information in the field of cultural co-operation

Within Strand 1 there is:
1.1 Multi-annual cooperation projects (lasting a minimum of 36 months to a maximum of 60 months)
- to foster multi-annual, trans-national cultural links by encouraging a minimum of six cultural operators from at least six countries taking part in the Programme to cooperate and work within and across sectors to develop joint cultural activities over a period of three to five years.

1.2.1 Co-operation projects (lasting up to 24 months)
- support actions shared by at least three cultural operators, working within and across sectors, from at least three countries taking part in the Programme over a maximum period of two years. Actions that explore means of long-term cooperation are especially targeted.

1.2.2 Literary translation projects (lasting up to 24 months)
- support to translation projects aimed at enhancing knowledge of the literature and literary heritage of fellow Europeans by way of promoting the circulation of literary works between countries.
- publishing houses can be awarded grants for translations and publication of works of fiction from one European language into another European language.

1.3 Cooperation projects with Third Countries (lasting up to 24 months)
- support to cultural cooperation projects aimed at cultural exchanges between the countries taking part in the Programme and Third Countries,which have concluded association or cooperation agreements with the EU, provided that the latter contain cultural clauses.
- every year one or more Third Country(ies) is/are selected for that particular year. The country(ies) is/are indicated each year on the website of the Executive Agency at the latest 4 months before the deadline for submission.
-must generate a concrete international cooperation dimension, involving at least three cultural operators, from at least three countries taking part in the Programme and cultural cooperation with at least one organisation from the selected Third Country and involve cultural activities carried out in the selected Third Country.

Eligibility:
non audiovisual cultural operators and sectors, including cultural enterprises, where they are acting in a non-profit-making cultural capacity

Eligible countries:
EU Member States
EEA countries (Iceland, Liechtenstein, Norway)
candidate countries (Croatia, Macedonia, Turkey) Serbia, Montenegro and the countries of the western Balkans (Albania, Bosnia-Herzegovina) depending on the agreements signed

Strand 1.2.2 Literary Translation Projects: 3 February 2010
Strand 1.3 Support for Cultural Cooperation with and in third countries: 1 May 2010
