JOB ADVERTISEMENT: CONSORTIUM COORDINATOR – OPEN FORUM FOR CSO DEVELOPMENT EFFECTIVENESS

The Open Forum for CSO Development Effectiveness brings together civil society organisations from around the world to discuss the issues and challenges to their effectiveness as development actors. Its objective is to propose, by late 2011, a global effectiveness framework for Civil Society Organisations.
The Open Forum is accessible to all interested CSOs worldwide, including NGOs, church-related organisations, trade unions, social movements and grassroots organisations. The Forum is governed by a Global Facilitation Group that is composed of 25 member organisations, and supported by a Consortium consisting of six regional and global CSO networks. The consortium is coordinated by CONCORD, the Brussels-based European NGO Confederation for Relief and Development. More information on: www.cso-effectiveness.org. CONCORD is now recruiting a coordinator for the Consortium.

Main Tasks:

Coordinate implementation of the Open Forum’s work plan
Oversee administrative support for the Global Facilitation Group (GFG)
Assist the GFG in facilitating the political dialogue of the Open Forum
Act as the link between the GFG co-chairs and the Consortium
Support the Management Committee of the Consortium
Support the Consortium to perform its tasks
Oversee budget, finances and administration of the Consortium
Coordinate fundraising for the Open Forum
Elaborate and monitor contracts with donors
Report to donors and stakeholders
Work closely with the GFG and report to the GFG on Consortium activities
Act as link with the Secretariat of the Better Aid Coordinating Group

Accountability:
The Consortium Coordinator will have double accountability:
1. to the Director of the Lead organisation of the Consortium and employer of the coordinator: CONCORD
2. to the Management Committee of the Consortium, as outlined in the Memorandum of Understanding of the Consortium.
The work of the coordinator will be assessed jointly by the two entities.

Experience and skills required:

Academic qualification: University degree in development science, international relations or related field
Experience with global CSO process(es) and complex organisational settings
At least 3 years experience in CSO management, including facilitation and/or conflict resolution
Track record on reporting to different donors
An understanding of the roles, rights and diversity of CSOs globally, and of aid and development effectiveness
Commitment to and understanding of the global context in which CSOs are operating as development actors
Experience in working on effectiveness and quality improvement of CSOs
Language skills: oral and written fluency in English and French required – Spanish would be a further advantage
Ability to work with staff from and in different cultural contexts

Working conditions: The contract will be signed under Belgian law and according to CONCORD’s policies and conditions. The post is based in Brussels and requires a considerable level of international travel. Duration of contract dependent on available funding (max. 24 months).
