HIV Young Leaders Fund: Call for Proposals

The HIV Young Leaders Fund is proud to announce its 2010 Request for Proposals! The Fund seeks grant proposals from organisations working to address the needs of young people most-affected by HIV in their communities, including young people living with HIV. Please see the attached zip files for the Request for Proposals Announcement, Grant Application, and Grant Application Guide for information about eligibility, grant amounts, and how to apply. Materials are available in Arabic, English, French, Russian and Spanish.

Only youth-led organisations or youth-led projects are eligible for funding. Youth-led is defined as the project or organisation leader being 30 years of age or younger. Key activities supported by the Fund are: Local, national, regional or international HIV advocacy; local peer-based HIV services; and community mobilisation. There are two application tracts – one for Core Funding and one for Project Funding. Applying organisations and projects must serve young people most-at-risk of HIV in their community and/or young people living with HIV.

Nine regional Community Review Panels (CRPs) composed of young leaders with experience in youth HIV and AIDS issues will review grant applications from their region and make grant recommendations. One global Community Review Panel, composed of one representative from each regional CRP, will make the final grant decisions. Grantees will be notified in July 2010.

Young leaders and youth networks drive the funding priorities and governance of the HIV Young Leaders Fund. An Interim Steering Committee serves as the governing body for the HIV Young Leaders Fund in 2010. The following organizations are on this governing body: Global Network of Sex Work Projects, Global Youth Coalition on HIV/AIDS, GNP+’s Interim Reference Group on Young People Living with HIV, International Treatment Preparedness Coalition, Jamaica Youth Advocacy Network, World AIDS Campaign, Youth Coalition for Sexual and Reproductive Rights, Y-PEER, Young Positives, and Youth R.I.S.E. The Tides Foundation is the fiscal agent for the HIV Young Leaders Fund, and the HIV Collaborative Fund serves as an advisory body.

10 Ideas For Tomorrow’s Africa
Deadline: 30 April 2010

Within the framework of the 50th anniversary of African independence, the Social and Human Sciences Sector of UNESCO (SHS) is launching a “Call for Ideas” for prospective proposals in favour of Africa’s development within the next decade. Among the proposals, which should be submitted before Friday 30 April 2010 at midnight (Paris time), 10 ideas will be selected by an international jury and presented by their author(s) during 10 small-scale conferences to be held at UNESCO Headquarters, in mid-June 2010. These 10 contributions to the thinking on Africa ’s future will also be published in a special issue of SHSviews magazine.

Each proposal is expected to develop one idea which would amplify the positive effects and reduce, or contain, the negative impacts of the major trends observed in Africa on one of the 10 following topics:

  • Topic 1: Economy and Development (Environment, Food Security, New Information and Communication Technologies…)
  • Topic 2: Governance, Policy, Institutions, Leadership
  • Topic 3: Regional Integration, Population, Migration, Urbanization
  • Topic 4: Cultural Identities (Languages, Religions…)
  • Topic 5: Youth
  • Topic 6: Human Rights, Gender and Justice
  • Topic 7: Diaspora
  • Topic 8: Peace, Security and Conflict
  • Topic 9: Health, Education and Social Development
  • Topic 10: International relations

In particular, each proposal should detail what the “change agent” could be which would amplify the positive effects of one or several known trends in the relevant field and which would be able to implement the supported idea. Formally, the contributor should choose one single idea in one single field. The latter should be clearly stated. Texts, which can be written in English, Spanish or French, should be no longer than 4 pages, each with 1500 characters (spaces included), thusnot exceeding 6000 characters in total (920 words). Each contribution received should also be accompanied by an abstract of the curriculum vitae not exceeding one page (1500 characters), along with an ID photo in the requested format used for official documents such as passports (scanned at more than 300 dpi if sent by electronic mail).

In case a group of authors wishes to respond to this call, each member of the group should summarize his curriculum vitae in one page (1500 characters maximum) starting with the representative of the group, who will be invited to present the defended idea at UNESCO Headquarters, in Paris (France), if the contribution were selected. An ID photo of each member of the group should also be attached as above.

12 Interns: District Behavioural Change Programme (Masvingo)

The District Behavioural Change (BC) Programme Interns will report to the District Behavioural Change Support Officer. In fulfilment of her/his duties, the District BC Programme Intern  will work closely with the District BC Support Officer to effectively implement the programme, financial and administrative aspects related to the implementation and monitoring of the 5 year National Behavioural Change (BC) Strategy in the district.

The Behavioural Change Programme Intern will:
-    Provide necessary assistance to the Programme Support Officer in the dissemination of the national BC strategy in the district through a dissemination meeting involving all relevant stakeholders and leaders;
-    Advocate with traditional, religious, administrative and other leaders in the district on issues of behavioural change promotion;
-    Provide technical and administrative support to the setting up of a district behavioural change forum;
-    Co-facilitate, in close collaboration with the District BC Support Officer the development of a district behavioural change action plan in all wards;
-    Participate in monthly advocacy and support visits to all wards in the districts;
-    Oversee and support the Behaviour Change Facilitators’ behavioural change promotion activities;
-    Co-facilitate in district level trainings of traditional and religious leaders as well as different types of volunteers;
-    Coordinate the District Office’s meetings and workshops.

We are looking for a candidate who has:
-    Good communication skills and ability to work in a team

-    Ability to work with all groups in the community

-    Ability to interact with different stakeholders at community and district level.
-    Knowledge of basic computer skills.

    Project Description:

    MMC saw a need of targeting religious leaders and church members who are otherwise left behind or isolated from government and NGO/CBO programmes tackling HIV/AIDS.

    Mostly pastors think that being HIV positive was a result of being disobedient to God.

    MMC realized that by educating and training religious leaders and church members as peer educators, it would be easier to reach their peers. With the knowledge gained, they would be able to break into the stigma, the myths and the denials about HIV/AIDS and thus minimize further transmission of the virus.

    It was evident throughout the Mass VCT and World AIDS Day activities conducted, some of the churches leaders and members in Mongu are ignoring the importance of accessing HIV information and treatment. Many religious leaders living with or personally affected by HIV/AIDS want to know more about HIV, Testing and Treatment. One thing that MMC found was that religious leaders and church members cannot disclosure their HIV status or to go for test for HIV or to find out about HIV/AIDS information and the available treatment. It is for this reason that MMC embarked on a mission to sensitize religious leaders and church members about the benefit of VCT, HIV prevention and available treatment.

    Problems and issues MMC will address

    • Some pastors tell those who are saved or born again, that HIV has no impact on their lives, people refuse to go for a blood test because they believe that Holy spirit destroyed the virus.
    • Some who have tested HIV positive refuse to take their drugs because they believe they have healed through faith.
    • Religious leaders in the communities prohibiting members from going for VCT, ARV and other health services.
    • Religious leaders and church members who tested HIV – positive and on ART develop a secret of not disclosing their HIV status for fear of reprisals.
    • The fear of revealing one’s HIV status and hide one ARVs from members of the family, church or community members.
    • Tested religious leaders and church members fear to face a lot of dilemma that impacts negatively on their access and adherence to ART from other church members.
    • Fear of been stigmated
    • Lack of sufficient information on HIV/AIDS services
    • Conduct 3 training days for 30 HIV positive religious leaders and church members and Sensitize about 10,000 affected church members.
    • Religious leaders and church members in rural/remote communities of western province have inadequate knowledge about HIV prevention (condoms usage, access to information and health services) thus empowering rural/remote religious leaders and church members with knowledge about HIV prevention.
    • Some religious leaders and church members in rural/remote communities have indicated that they have never seen condoms or ARV before due to the religious faith in God. This was during a public outreach on condom promotion. A lot of myths and misconceptions about HIV in churches are too high.

    MMC will achieved the following objectives, outputs, strategies and Indicators.

    It is expected that religious leaders and church members will not have to hide one’s HIV status because of God faith and this will results into an increase in the church members knowing their HIV status and take appropriate steps to remedy the situation in accessing ARV services and information.

    The project will use its trained religious leaders and church members as peer educators to address the problem of HIV/AIDS and right to treatment its impact on ART and advocating for policies promote awareness of church members’ rights.

    This will also provide the Government an opportunity to put on treatment those who will be found to be HIV positive and require medication.

    The overall realization of this entire project will have benefits in that MMC will be sharing their personal experiences with HIV treatment literacy and learning from different church members who will be coming along to ask for these services. The religious leaders too, will greatly benefit in that this time they will not hide one’s HIV status and find out about these services.

    In short a well informed religious leader about his/her HIV status will have a prosperous church too.

    • MMC began to address this information gap through advocating for more HIV/AIDS services, to raise awareness about the information needs for religious leaders and church members.

    • Completely stopping religious leaders and church members from seeking counseling, testing and knowing their HIV status for fear of reprisals from their partners, family, church members forcing them to hide their status, medication and inability to continue treatment.
    • Religious leaders and church members’ ability to make informed decisions about their health and lives, including their ability to obtain information on HIV, Counseling and testing and their ability to negotiate safer sex is seriously impaired by perceived.
    • Some of the religious leaders and church members in need of ART in the first place with dreadful impact on their health and lives or they hide their HIV status and their ARVs, which sometimes result in missing Vital ART doses or appointments to collect their medication.
    • The importance of accessing VCT services and not to hide one’s HIV status
    • The importance of treatment with ARV and adherence.
    • Sensitization church leaders on prohibiting members from going for VCT and other HIV related programmes
    • Increased sufficient information on VCT services and treatment information.
    • Church leaders and members in western province report, that prohibiting members, in fact, very real barriers to accessing and adhering to treatment. Religious members’ unequal status in Zambian society gravely undermines their ability to access and adhere to ART (Antiretroviral Treatment) and the government is playing a little attention to the gender dimension of treatment and the impact of entrenched discrimination.

    1. Improved quality of HIV/AIDS services and facilities

    Strategies
    • Integrate HIV and religious faith services by all health care services institutions
    • Train church members in HIV Prevention, counseling, human rights and Advocacy.
    • Provide appropriate treatment information and counseling

    Indicators
    Number of positive church members taking ARV drugs.

    2. Adequately sensitized church.

    Strategies
    • Undertake education and church sensitization on HIV and ARVs and rights treatment on treatment.

    Indicators
    Number of churches sensitized

    3. To improve the quality of life of HIV infected church members by encouraging positive living, good nutrition, and prevention of opportunistic infections.

    Strategies
    • Church members living with HIV empowered through strengthening of existing and formation of church clubs. (Support groups for church members living with HIV/AIDS).
    • Involve support groups/ church clubs in prevention, care and support.

    Indicators
    Number of support groups/church clubs strengthened or formed.

    4. Reduced stigma for church members living with HIV and those on ARVs.

    Strategies
    • Develop and disseminate information package on stigma
    • Provide safe space to discuss the values and beliefs underlying in stigma
    • Involve church members living with HIV and those on ARVs in stigma reduction
    • Strengthen counseling training for support groups/church clubs for church members living with HIV.

    Indicators
    Increased number of visible MMC members

    5. To provide appropriate care, support and treatment to HIV infected church members and carers by HIV, TB and other opportunistic infections.

    Strategies
    • Lobby for more partners to procure ARVs for church members
    • To roll out the ARV program to other centres

    Indicators
    Increased number of church members accessing ARV treatment.
    Increased number of health centres providing ARV treatment.

    6. To provide care and support for church members living with HIV though education and nutritional support.

    Strategies
    • Provision of educational materials and nutritional support
    • Promote church conversation in the welfare of church members

    Indicators
    Number of church members living with HIV accessing education and nutrition support.

    7. Collaboration among stakeholders increased

    Strategies
    • Establish information exchange forum
    • Establish coordination of multi-sector intervention

    Number of organization collaborating with to addressing issues affecting church members living with HIV.

    8. Advocacy for improved quality of VCT services in rural/remote communities.

    1) A training for church members to reach out to their peers and those infected by HIV educating them on how to look after themselves and where to seek general help and assistance; 2) Increase capacity in the areas of self- employment and sustainability of those caring for church members living with HIV. 5) Visiting trips to group members of church members living with HIV. 6). Community Radio Programmes, 7). Petty Cash, 8). World AIDS Day, 9). M & E, 10). Staff Time, 11). Operation Cost, 12).     2) The organization is convinced that as long as the response of HIV/AIDS is not right based as long as inequalities continue to exist, vulnerability to the pandemic will continue to escalate and interventions will be ineffectual. On the other hand when the rights of infected and affected communities are taken into account, ownership, accountability and transparency will characterize the response. By this approach MMC will spread a message of hope.
