[17/05/10] The Poverty and Environment Initiative (PEI) is a global joint UNDP–UNEP initiative supporting country-level efforts to mainstream environmental management into national and sub-national development planning processes through financial and technical assistance and capacity development. The main objective of the consultancy is to initiate the PEI technical assistance work in Armenia by providing guidance for the creation of the Poverty Environment Group within the Armenian National Council for Sustainable Development and the elaboration of the PEI Technical Assistance proposal. The consultant is expected to have: at least 12 years experience in the areas of environmental and poverty issues, strategic planning, environmental policies and management; Strategic Environmental Assessment, integrated assessment or other environmental assessment techniques and experience in rapidly assessing information and developing recommendations; proven experience with assisting governments in setting-up inter-ministerial and/or interdisciplinary bodies (committees, working groups, etc.); and at least 5 years experience in programme/project design and management.
