POSITION TITLE: CONSULTANT, MIGRATION UNIT
The Ministry of the Interior is seeking for the services of a Consultant to provide technical support in the drafting of a Migration Policy for Ghana.
LOCATION: ACCRA, GHANA
DURATION OF ASSIGNMENT: SIX (6) MONTHS
BACKGROUND
As part of Ghana’s attempt at managing migration effectively for development, an Inter-Ministerial Steering Committee on Migration has been charged with the drafting of a National Migration Policy for the country with the assistance of a Consultant.
DUTIES AND RESPONSIBILITIES
The Consultant in collaboration with the Inter-Ministerial Committee will develop a draft Migration Policy.
The specific duties and responsibilities of the Consultant shall be to:
1. Review of preliminary research and documentation produced under the supervision of the Inter-Ministerial Committee;
2. Review best International Policies and practices to incorporate them into the draft Migration Policy;
3. Recognize that Ghana does not exist nor operate in isolation, provide a general and brief overview of the global, continental and sub-regional (AU and ECOWAS protocols) which may have implications for Migration Policy in Ghana;
4. Develop a draft migration policy document for Ghana with due attention to:
- a. Preliminary priority areas identified by the Inter-Ministerial Steering Committee
- b. Situational analysis with trend and development scenarios
- c. Clear vision, mission goal and strategic objectives
- d. A coherent Policy, legislative and institutional framework for managing migration in Ghana
- e. Clear monitoring mechanisms
5. Provide policy guidance for the entire drafting process
6. Assist the Migration Unit to review, validate and disseminate the Migration Policy document
7. Attend the meetings of the Inter-Ministerial Committee on Migration during the period of consultancy.
8. Undertake any relevant duties as may be assigned by the Chairman of the Migration Policy Inter-Ministerial Steering Committee.
DELIVERABLES/OUTPUTS
The Consultant shall deliver the following outputs
1. An inception report by 15th July, 2010
2. A first draft of the Migration Policy by 15th September, 2010
3. Second Draft of Migration Policy by 30th November,2010
4. Review Submission of Migration Policy document by 15th December,2010 (after incorporating all comments from stakeholder consultations and peer reviews)
5. Submission of Consultant’s final draft by 30th December, 2010
REQUIRED SKILLS AND EXPERIENCE
The Consultant should have a Post graduate University Degree in the Social Sciences, including Development Studies, Population Studies, Planning, Management and Administration. Knowledgeable and demonstrated experience in policy writing, migration and development as well as good communication skills. He/she must have at least three (3) years experience in Project Management/Development, Administration and Migration related works.

Reporting
The Consultant will report to the Minister for the Interior through the Inter-Ministerial Steering Committee on Migration.
