3 (Three) Vacancies with HIVOS

The Regional Office for Southern Africa of the Dutch Humanist Institute for Cooperation with Developing Countries (Hivos) promotes economic empowerment of poor people and the strengthening of their voices in Namibia, South Africa, Zimbabwe, Malawi, Zambia and Mozambique.

1. Project Officer SRHR and Gender – Three days a week

Job description

The Project Officer will carry out the following tasks:
1. Prepare grant contractual documents for Hivos partners
2. Monitor work of partners through assessment of reports and project visits
3. In a participatory manner, identify capacity building needs of partners, design and carry out appropriate capacity building interventions
4. Compile and write reports to donors
5. Write proposals and take an active role in fundraising
6. Develop appropriate public relations material to publicise work of these projects
7. Manage the portfolio of partners
8. Keep partners updated on relevant developments and information related to project

Qualifications
-    A relevant academic background, preferably with a masters degree
-    Five or more years working in an NGO environment
-    Strong programme management experience, including ability to plan and lead implementation of plans and processes as well as conducting monitoring and evaluations
-    Excellent written and oral communication skills
-    Demonstrable programme management skills
-    Ability to work independently with minimum supervision
-    Ability to work in a team and good inter-personal skills
-    Good report and proposal writing skills
-    Strong understanding of SRHR, HIV and AIDS and women’s rights issues in the region
-    Ability to multi-task and work with tight deadlines
-    Ability to work at all levels with community based organisation and donor partners

This vacancy is for three days a week and runs until the end of 2010 with possible extension into 2011. Starting date: a.s.a.p.

2. Sector Programme Officer for HIV/AIDS

Job description

The responsibilities for this post relate to the areas of HIV/AIDS from a human rights perspective. We expect the Programme Officer to:
-    Provide sectoral expertise in the Regional Office on HIV/AIDS related issues.
-    Processing of applications and financial requests from existing and potential partners in the HIV/AIDS sector.
-    Programme implementation, monitoring and evaluation of the HIV/AIDS portfolio in the above mentioned countries, including field visits.
-    Contribute to an effective HIV/AIDS programme and strengthened capacity of partner organizations through advice, networking and/or capacity building interventions.
-    Prepare contributions to policy development, annual plans, contracts, reports, and mid term reviews.
-    Engage in policy dialogue and networking with civil society and other actors on HIV/AIDS issues from a human rights perspective.
-    Contribute to the strengthening of the HIV/AIDS programme in the region through focused resource mobilization efforts. The Programme Officer will be part of an international team of Human Rights and HIV/AIDS specialists and will be working closely with the Programme Officers in Gender, LGBTI and Human Rights.

Qualifications
-    A relevant academic background, preferably with a Masters degree.
-    Experience with the civil society sector in at least on of the countries in the region.
-    A proven affinity, expertise and experience with HIV/AIDS issues from a rights perspective.
-    A minimum of five years of relevant work experience.
-    Strong networking skills, ability to mobilize networks in support of the programme objectives.
-    Excellent communication – including writing – skills in English.
-    Experience in project management and implementation.
-    Proven organizational analysis and development skills.
-    Affinity with developmental, political and socio-economic issues.
-    Preparedness and ability to travel.
-    A creative, open and non-dogmatic mind.
-    Ability to work independently, good in time management.

3. Junior Programme Officer

Job description

Under the supervision of the Director Regional Office, the Junior Programme Officer provides support to the operational and programmatic activities of the Director and the Sector Programme Officers. The Junior Programme Officer will:
-    Assist in the preparation of strategic documents e.g through specific research.
-    Perform administrative tasks related to policy development.
-    Assist in the management, monitoring and evalution of project and programmes in the field of sustainable production (rural agricultural livelihoods).
-    Assist other programme staff in the preparation of programme documents and the monitoring of projects and programmes.
-    Keep record and take minutes of proceedings of meetings and workshops.
-    Assist with the organisation and implementation of workshops, trainings and other external activities.

Qualifications
-    Affinity with developmental, political and socio-economic issues.
-    A relevant academic degree in Agriculture, Economics, Business studies, Development studies or related field.
-    Experience with the civil society sector in at least one of the countries in the region.
-    A maximum of three years of relevant work experience.
-    Excellent communication – including writing – skills in English and preferably Portuguese.
-    Some experience in project management and implementation will be an asset.
-    A creative, open and non-dogmatic mind.
-    Familiar with regular office software.
-    Ability to learn quickly and with a minimum of guidance.

The post of JPO is fulltime for a maximum period of two years.
